S5310 FFY2020 Application
NJ TRANSIT administers the Federal Transit Administration’s (FTA) Section 5310 Grant Program in the State of New Jersey. The intent of this program is to improve mobility for seniors and people with disabilities by providing financial support, through programs planned, designed, and carried out to meet the transportation needs of these populations. This year funding is available for FFY2020 for operating, mobility management and capital transportation projects.
Below are the exact dates in which each application will be available on S-Rides:
FFY2020 S5310 application will be available on December 11, 2020 (closing date of February 5, 2021 no later than 3pm)
Existing S-RIDES users may enter the system using your current login information. New users can register directly in the system to submit an application. You may start an application, save your information, and exit the system in order to complete the application at your leisure. Review all the information that is necessary and upload all required documents. You will not be able to submit the application until all of the required fields and documents are completed.
Be advised that there is a monetary match requirement for all FTA projects. Sub recipients applying for operating projects must provide a 50% match, mobility management projects require a 20% match and depending upon funding availability capital projects may require a 20% match.
In order to be selected, your organization must be an active participant in the Coordinated Human Services Transportation Planning process. Information on this process is contained in the application.
This is a competitive grant application process. If an application is selected for inclusion in the statewide grant and the FTA approves the grant then NJ TRANSIT enters into an agreement with the approved applicants for the purposes detailed in your application.

The National RTAP eLearning portal
The National RTAP eLearning portal is an online Learning Management System (LMS)
that hosts National RTAP training and links to outside training and other resources.
Everything on the LMS is free of charge. The typical end user will be transit management and staff,
such as drivers, maintenance personnel, and dispatchers, who can access training via a computer or mobile device.
National RTAP eLearning currently has the following courses available. Some were developed as eLearning and
others were adapted to be eLearning versions of existing courses.

VMMI - Vehicle Maintenance Management and Inspection Certification Workshop

The Community Transportation Association of America (CTAA) offers a unique training and certification program for maintenance managers and staff.
The Vehicle Maintenance Management and Inspection (VMMI) training program promotes the community transportation industry’s commitment to safe, reliable transportation through building up the professional skills of maintenance personnel and managers.
This two-day program is designed to improve the maintenance oversight of fleets of smaller transit vehicles (i.e., less than 25-foot length).
It is based on an established maintenance training curriculum developed by Halsey King of Halsey King and Associates and applied to countless vehicle fleets nationwide, to which CTAA has added a layer of testing,
certification and performance quality.
In order to receive the certification, you must attend both days of the class.
Transit Manager's Toolkit Receives Comprehensive Update
The National RTAP Transit Manager's Toolkit has been thoroughly updated in May 2019 with new content,
resources, charts, explanations, and more.
There is now a PDF version of the entire toolkit and enhanced page navigation.
Brand new sections include Driver Recruitment, Training and Retention and Federal Regulations and Circulars.
We also added a glossary and a chart with examples of
agency vision and mission statements in the Mission and Leadership section.
NJ Transit Reduced Fare Q&A:
Why did I get a Reduced Fare card?
In August, a bill mandating all Access Link customers be automatically issued Reduced Fare cards was passed.
The goal is to help people with disabilities increase their transportation options, when possible,
and save money while riding on the train, bus, and light rail.
Rides are not free and the card has no monetary value.
Can I use the Reduced Fare card for Access Link rides?
No. But you can use the reduced fare card for rides on the train, bus, and light rail.
You will save 50% off of the regular one-way fare.
I didn’t receive my card or there’s a mistake.
Call 800.955.ADA1(2321) and select option #1 to confirm your mailing address and other information.
